18年来,我国的改革大体经历了三个阶段。党的十一届三中全会作出经济对内搞活、对外开放的重大战略决策,改革进入起步阶段,实行了多种形式的家庭联产承包责任制,开始兴办经济特区,开放了沿海14个港口城市。1984年10月改革进入展开阶段,党的十二届三中全会制定了《中共中央关于经济体制改革的决定》,标志着改革重点从农村转移到了城市,并进一步对外开放。1992年春天,邓小平同志视察南方发表重要谈话,拉开了改革全面推进阶段的序幕。当年10月,中国共产党召开十四大,1993年党的十四届三中全会制定了关于建立社会主义市场经济体制的决定,1995年十四届三中全会又提出“九五”计划和2010年规划的建议,这都标志着中国的经济体制改革进入了全面建立社会主义市场经济体制的新时期,改革从微观领域进入宏观领域,改革的广度、深度、力度和难度都超过以往任何阶段。对外开放也由沿海向沿江、沿边和内陆纵深推进,形成了全方位、多层次对外开放的新格局。 In the past 18 years, the reform in our country has generally gone through three stages.
