科学技术是第一生产力,科技进步的重要作用日益明显。十八届三中全会做出的《中共中央关于全面深化改革若干重大问题的决定》中,提到了深化科技体制改革,建立产学研协同创新机制,建设国家创新体系。由于技术进步对于经济增长的作用愈加明显,为研究北京市的科技进步对于经济增长的实际影响程度,通过总结前人的研究成果,本文以C-D生产函数为基础,将技术进步作为一个内生变量加入模型进行分析,最后给出结论,建议北京市应从加大科技支出,加强产学研结合以及建立科技创新网络,保证科技成果及时转化等方面进行改革。
Science and technology are the primary productive forces, and the important role of scientific and technological progress is increasingly evident. In the “Decision of the CPC Central Committee and the Central Committee of the Communist Party of China on Several Important Issues concerning the Overall Deepening of Reform,” the third plenary session of the 18th CPC Central Committee referred to deepening the reform of the scientific and technological system, establishing a synergistic and innovative mechanism of production, learning and research, and building a national innovation system. As the effect of technological progress on economic growth becomes more and more obvious, in order to study the actual impact of scientific and technological progress on economic growth in Beijing, by summarizing the previous research results, this paper takes technological progress as an endogenous variable based on CD production function Add the model to carry on the analysis, and finally give the conclusion. It is suggested that Beijing should carry out reforms in such aspects as increasing scientific and technological expenditure, strengthening the combination of production, learning and research, and establishing a scientific and technological innovation network so as to ensure the timely transformation of scientific and technological achievements.
