党的十六大报告将深化分配制度改革作为经济建设和经济体制改革的任务之一,作了全面系统的论述。在总结改革开放以来分配制度改革经验的基础上,提出了确立劳动、资本、技术和管理等生产要素按贡献参与分配的原则,要求完善按劳分配为主体、多种分配形式并存的分配制度,对坚持效率优先、兼顾公平提出了具体要求,这些都具有重要的意义。
