一、开展横向经济联合和协作的意义 所谓横向联合,就是要突破地区之间、部门之间、行业之间、企业之间的分割状态,建立起全方位的经济联系和经济合作。开展横向联合和协作有利于发挥优势,共同发展,是促进改革,形成有计划商品经济新格局的重要途径。 由于我们追求的目标不是无计划的商品经济,而是有计划的商品经济,所以我们要搞活经济,开展全方位的经济联系,又不能采取大撒手的办法,让社会经济完全自发地、盲目地行动,完全靠市场的作用去摆布。既不能从行政上想办法,规定这一条,那一条来解决这个问题,又不能靠大撒手,大家去撞。开展横向联合工作在这个中间就起到重要作用。
I. Significance of Undertaking Horizontal Economic Cooperation and Collaboration The so-called horizontal unification means breaking the division between regions, sectors, industries and enterprises and establishing a full range of economic ties and economic cooperation.
