In the 21st century, economic development, social progress, and improvement of people’s living standards all depend on the availability of sufficient energy. No matter how advanced information technology is, how high the level of automation is, how advanced the level of energy saving is, and people’s production activities, various kinds of traffic, and the improvement of living standards all require more and more energy. The United States is the country with the highest per capita energy consumption in the world, which is about seven to eight times that of China’s per capita annual energy consumption. Over the years, it has always ensured the supply of sufficient energy (especially oil) as the top priority for the stability, security and development of the system and the country.
