一、港口企业经营多元化的背景和目的 把港口作为一个企业来加以考察,是市场经济特定的产物。在我国,将港口赋予“企业”的概念也是港口管理体制改革不断深化的结果。港口作为一个独立的主体参与激烈的市场竞争,人们希望港口经营者能以“企业精神”的经营理念来经营和改造港口。即在不增加各项生产要素数量的前提下创造新的产业机能,以应对市场的需求与挑战,惟有以企业精神来改革企业的组织结构和产品服务策略,才能突破限制确保企业的生存和发展。港口企业经营多元化即为相应“企业精神”而提出,以应对日趋激烈的港口市场。
