创新人才培养具有国家战略意义,其成功实施受到多方因素制约。在我国,影响创新人才培养的因素主要包括文化因素制约和人才机制的缺陷。就基础教育领域而言,创新人才培养战略思路应把握三个着力点:面上的创新思维教育以及学生个性发展的保护和开发;点上拔尖创新人才的早期发现和培养;学生创新人格的培养。对此,上海市将从三方面做好工作:以一体化建设理念整体加强大中小学德育工作,为学生创新人格培养奠定根基;注重促进每一位学生发展创新能力;探索拔尖创新人才早期发现和培养机制。
