海南省是我国最早实施天然林保护工程的地区,至今已6年,现在处于正常实施阶段。其经验是:全面停止了采伐天然林,有效地保护了资源,基本消灭了荒山,妥善地安置了富余职工,发展了特色转产项目,落实了配套资金。但还存在管护形势严峻、替代产业发展水平低等问题。要端正思想认识,不完全依赖国家,强化护林工作,调整林区产业结构,加强财政资金的监督和管理,进一步促进海南省天保工作的顺利进行。
Hainan Province is China’s earliest implementation of natural forest protection project in the area, has been 6 years, is now in the normal implementation stage. Its experience is: completely stopped the harvesting of natural forests, effectively protected resources, basically eliminated the barren hills, properly arranged redundant workers, the development of the characteristics of the conversion project, the implementation of the matching funds. However, there are still serious problems in the management and protection and the low level of development of alternative industries. We must correct our thinking, do not completely rely on the state, strengthen the work of protecting forests, adjust the industrial structure in the forest areas, and strengthen the supervision and management of financial funds so as to further promote the success of the natural forest protection program in Hainan Province.
