奏折是明清时期臣下给皇帝的书面报告。历代文武大臣呈递君主的文书,如表、章、疏、奏、书、封事等,名目繁多。唐宋时代,已置进奏院、通进司等,以处理奏牍。明太祖洪武三年(1370年),置察言司;十年(1377年)改设通政使司,受理章疏封驳诸事。明初定制,臣子具疏,其上于君主者,凡本身私事用奏本;公事用题本。
