新加坡的工作队伍只不过是190万人。虽然我们能引进外来员工以弥补不足,但这个人力来源始终有限。确保我国拥有高素质的人力资源是保持竞争力的关键。除了拥有基本教育水平,我们的工作队伍也就应该有能力面对急速改变的经济情况。“人力21”报告书的发展蓝图是长期性的人力发展架构,其拟定的六大策略目标是使所有员工都能掌握新技能,并通过改变工作环境、结合劳资政三方集体力量等,协助国家发展成“人才之都”。
