国家明令禁止的重污染小企业，指《国务院关于加强环境保护若干问题的决定》中明令取缔关停的十五种重污染小企业，以及国家经贸委限期淘汰和关闭的破坏资源、污染环境、产品质量低劣、技术装备落后、不符合安全生产条件的“新五小”企业。即：(1)小造纸。年产5000吨以下生料造纸。
