2003年10月,党的十六届三中全会通过的《中共中央关于完善社会主义市场经济体制若干问题的决定》第一次明确提出了新的科学发展观,即坚持以人为本,树立全面、协调、可持续的发展观,促进经济社会和人的全面发展。此后,胡锦涛总书记多次发表讲话,对科学发展观的深刻内涵和基本要求做了全面的科学的阐述;中央其他领导同志也从不同的角度给予阐发和解释;科学发展观成为指导我国完善社会主义市场经济体制、实现全面建设小康社会的宏伟目标,促进我国经济、社会和人的全面发展,努力构建社会主义和谐社会的重要战略思想。科学发展观是从马克思主义的基本原理出发,立足于新世纪新阶段中国社会发展的现实要求,在吸收世界各国尤其是西方发达国家发展的经验教训、总结我国改革开放以来社会主义建设实践经验和社会主义现代化建设规律的基础上提出的新的发展战略思想,是我们党解放思想、实事求是,与时俱进、理论创新的重大成果,是同毛泽东、邓小平和江泽民同志关于发展的重要思想一脉相承的、与时俱进的马克思主义发展观。
