浙江省邮电企业试行“先培训,后招工”的办法,是从1983年开始的。当时,我们先在杭州、宁波、绍兴三市招收了200名培训生,开设了电传报务、长途话务、市话电缆、邮政业务等四个班,经过半年培训,并经德、智、体全面考核,择优招用了181人。试行结果,深受企业单位的欢迎。1984年,全省又招收了培训生1211人,开设了载波机务、市话机务、电传报务、长话话务、邮电营业、邮递员等12个工种的培训班,经过业务技术的繁
