沐浴着党的十六大的春风,伴随着辞旧迎新的钟声,满怀着全面完成各项任务的喜悦,2003年全国海关关长会议于1月7日-9日在北京召开。这次会议是在海关走过不平凡的历程,基本实现了1998年提出的建立现代海关制度的第一步发展目标,谋划建立现代海关制度的第二步发展目标、全面建设现代化海关的新形势下召开的。这是中国海关发展史上一次重要的会议,必将对今后一段时期海关改革和建设产生深远的影响。
