2011年7月1日,为深入贯彻医药卫生体制改革精神,国务院就建立全科医生制度发布了《关于建立全科医生制度的指导意见》(以下简称《指导意见》)。全科医生制度之必要性《指导意见》第(三)条提出:……建立适合我国国情的全科医生制度,有利于优化医疗卫生资源配置、形成基层医疗卫生机构与城市医院合理分工的诊疗模式,有利于为群众提供连续协调、方便可及的基本医疗卫生服务,缓解群众“看病难、看病贵”的状况。
On July 1, 2011, in order to thoroughly implement the spirit of the reform of the medical and health system, the State Council issued the Guiding Opinions on Establishing the System of General Practitioners (hereinafter referred to as the “Guiding Opinions”) on the establishment of the general practitioner system. The Necessity of the General Practitioner System Article (3) of the “Guiding Opinions” states that:... The establishment of a general practitioner system that suits China’s national conditions will help optimize the allocation of medical and health resources and form a rational division of labor between primary health care institutions and urban hospitals. The model is conducive to providing the people with continuous, coordinated and accessible basic medical and health services, and eases the situation of the masses who are “difficult to see and expensive to visit”.
