甲午战争后,署理两江总督的张之洞为防日军沿山东南下,侵略江苏,进入长江口,直捣江宁。因委托张謇总办通海团练,协同江海之防。前后五月,初成规模。后因清政府签订马关条约而中止。此事之研究,可补白这一历史事件,并以此进一步深入认知张謇、张之洞等人在甲午战争中的主张。
