当前中考“指挥棒”对素质教育无根本性转变,导致学校没有开齐开足课程,非考试科目的教育遭冷遇,中考综合素质测试搞突击训练,应试教育仍占主导。宁波早已高标准普及高中段教育,中考完全可以淡化。中考改革应该夯实基础,综合素质评价是突破应试教育的关键之一。必须按照课程设置标准开课,以素质教育和课程标准要求建立评估体系,推动实施素质教育法规。
