顺庆区地方财政收入六年翻一番多,经济综合实力发展到全省丘陵县市区的第14位。这主要是因为我们抓了以下工作:一、全面推进企业改革。顺庆区的国有、集体企业纳税在全区占有举足轻重的地位,效益最好时创税占到了全区地方财政收入的六成。为遏制企业亏损势头,保住企业纳税的“龙头”地位,顺庆区不断加大国有、集体企业的改革力度,促使城市经济逐步好转,并出现高速增长的态势。工业经济平均每年增幅达15%,连续三年在南充市工业经济排行榜中名列第一。从历年上交税金情况看,个体私营企业好于国有、集体企业,改制企业好于未改制企业。事实证明,企业改制是企业扭滑促升、摆脱困境的必由之路,更是培植骨干税源、提高经济效益的必然选择。顺庆区的目标是:争取在2000年底以前基本完成所有企业产权制度改革,把每一户改制企业均培育成扩张型企业和纳税大户,实现税收成倍增长。

The average annual growth rate of industrial economy reached 15%, ranked first in Nanchong City Industrial Economy Ranks for three consecutive years. From the calendar year to pay tax situation, individual and private enterprises better than state-owned, collective enterprises, restructuring enterprises better than the non-restructuring of enterprises. Facts have proved that the enterprise restructuring is the only way for enterprises to slip through, to get out of their predicament, but also to cultivate the backbone of the tax source and improve economic efficiency. The objective of Shunqing District is to strive to basically complete the reform of the property rights system of all enterprises by the end of 2000 and to cultivate each of the restructured enterprises into a dilapidated enterprise and large taxpayer with the result of doubling tax revenue.
