领导活动的显著特征是权力和权力运作。但是,在能够进行权力运作之前,先需要把权力“制造”出来、争取到手和维持下去。权力运作,不是就权力运作权力,而是就权力的渊源和基础来运作。在此之后,才是从较小的权力到较大的权力、从较低职位到较高职位的权力本身的运作。领导权威是得到服从与认同的创造性影响力。它有三个构成要素:干部群众客观上的服从和主观上的认同,以及领导的创造性。服从是领导权威的第一个要素。赢得领导权威,首先要赢得服从。
A prominent feature of leadership activity is the operation of power and authority. However, before we can exercise power, we must first “create” the power to win it and keep it. Power operates not on the power to operate power, but on the power and origin to operate. After that, it is the operation of the power itself from the smaller to the larger, from the lower to the higher one. Leadership is the creative influence of obedience and acceptance. It has three components: the objective obedience and subjective approval of the cadres and masses, and leadership creativity. Obedience is the first element of leadership authority. To win the leadership, we must first win the obedience.
