文章论证了乡镇卫生院的职工队伍正处于极不稳定状态、呈无序流动态,乡镇卫生院与县医院相比较,职工调离的相对危险度高达8.2倍,调离职工的个体特征之间呈现一定差异,但影响其调离的关键因素是工作条件和追求县城生活的方便程度。因此本文强调,乡镇卫生院人力方面暴露出来的问题,最迫切的是稳定职工队伍。解决这一问题的关键是创造条件满足职工的合理需要,给职工以希望。
The article argues that the workforce of township hospitals is in a state of extreme instability and disorderly flow, and the relative risk of employees being transferred is 8.2 times higher than that between township hospitals and county hospitals. There are certain differences, but the key factors affecting their transfer are the working conditions and the convenience of pursuing life in the county. Therefore, this article emphasizes that the most pressing problem is the stabilization of the workforce. The key to solving this problem is to create conditions that meet the reasonable needs of employees and give employees hope.
