The earliest rules of English billiards were found in the precious information provided by Charles Cotton, published in 1674, by “skilled gamblers.” Many of today’s rules and customs are described in the book’s 23 pages on billiards, as the two players hit the ball down the table to lead the game (called today’s delay) and won the priority strike closest to the mat. It even describes the game’s security or defense.
