党的十七大把科学发展观作为党的指导思想之一,提出推动文化大发展大繁荣的宏伟目标。认真贯彻落实十七大精神,推动文化大发展大繁荣,要坚持用科学发展观来统领文化建设全局,做到四个必须:必须着眼于不断解放和发展生产力,必须坚持文化建设要以人为本和服务于民,必须重视文化资源的科学配置和持续开发利用,必须考虑到各项文化工作统筹兼顾和全面发展。
