在城市公共交通公共安全防范系统中,防止乘客携带危险物品是主要的安防目标,但是,防止暴力犯罪和恐怖主义分子进入公共交通系统和识别他们是更加重要的另一方面。美国APTA的《在公共交通系统中识别可疑行为》标准为在城市轨道交通系统中,对企图实施犯罪和恐怖主义的可疑行为进行观察识别、发现异常、分析迹象、调查应对和培训,建立了标准。文章认为,该标准提供了中国城市公共交通系统安防建设的防范对象应包括对可疑人员行为识别和设防,发挥标准化的优势、实现多种方式设防,通过安全培训实现城市公共交通系统全体员工甚至乘客发挥安全作用等的启示。
