“国民皆兵”是根据明治天皇的圣旨提出的。遵照这个圣旨,日本国内的所有问题一下子全解决了,既没有军人、官吏、臣民的区别,也没了外地人这样的说法。根据“国民皆兵”的圣旨,日本人不论孩子、妇女、青年和老人,从呱呱坠地之瞬间起到躺进棺材为止,都是士兵。这样一来,当然就出现了各种各样的士兵,即:行使武力的士兵、扛锹的士兵、握笔的士兵、捏手术刀的士兵等等。
“National soldiers are soldiers” is based on the imperial edict of the Meiji Emperor put forward. In accordance with this imperial edict, all the problems in Japan were solved at once. There was no distinction between military personnel, officials and subjects and no such statement from foreigners. According to the imperial edict of “national soldier”, all Japanese, regardless of their children, women, youth, and elders, are soldiers from the moment they are born until they lie in coffins. In this way, of course, there have been various kinds of soldiers, that is, soldiers who exercise force, soldiers who carry shovels, soldiers who hold pens, soldiers who scalpel and others.
