一、“技术开发”概念含义的再认识常言道,“名不正则言不顺”。既然本文要讨论技术开发的战略与策略,那就应当首先明确技术开发这一概念的确定含义是什么,否则就可能言不及义或文不对题;特别是在目前国内对此概念的认识并不完全一致的情况下,更有阐明的必要。有些同志把技术开发理解为发展研究,即在基础研究、应用研究之后的第三类科技研究。也有些同志只把技术开发理解为发展研究的成果进入直接生产领域的一系列转化和推广用过程。这两种理解都值得商义。因为它们把技术开发和发展研究完全割裂开来了。
