企业改革风风雨雨15年,从扩大自主权、利改税、经营权与所有权分离,到承包制、股份制。今年初,又推出了一剂良方:现代企业制度。半年过去,现代企业制度的推行似乎还没有看出眉目。企业界主流又将向何方?国家经贸委一位负责人日前曾表示,推行现代企业制度万万不可仓促上马,急于求成。他认为,我国搞了40年的计划经济,要回过头来摒弃旧体制的弊端,要花相当大的功夫。目前,国有企业中,30%有活力,可以独立进入市场;20%的企业改造无望,只能关、停、并、转、租、包、卖、嫁接;50%的企业只有转换机制。调整结构方有出路。由此可见,现代化企业制度定可成为今后企业改革的主流,但任重道远。
In the past 15 years of enterprise reform, there has been a separation of autonomy, tax reform, management rights and ownership, and contracting and shareholding systems. At the beginning of this year, another good recipe was introduced: the modern enterprise system. Over the past six months, it seems that the implementation of the modern enterprise system has not yet seen the results. Where will the mainstream of the business world go? A person in charge of the State Economic and Trade Commission once said that the implementation of a modern enterprise system must not be hurriedly launched and rushed for success. He believes that China’s 40-year planned economy must be backed by abandoning the drawbacks of the old system and it will take considerable effort. At present, 30% of the state-owned enterprises are dynamic and can enter the market independently; 20% of the enterprises have no hope of transformation; they can only close, stop, merge, transfer, rent, package, sell, and graft; 50% of enterprises only have conversion mechanisms. Adjusting the structure has its way out. It can be seen that the modern enterprise system will certainly become the mainstream of corporate reform in the future, but it will take a long way to go.
