日本福岛核安全事故引发了全球性的核能政策调整和“非核家园”的呼吁,其核心关注在于确立安全优先的能源政策导向。受制于核能的巨大潜能和替代性新能源的不成熟,核能生产仍将在相当时间内构成能源结构的重要部分,因此核能电厂的安全设计、管理、灾害预警和灾后合作就成为政策考量的关键点。两岸核安全合作有利于建构更加稳健的区域核安全体系。
The nuclear accident at Fukushima in Japan triggered a global nuclear energy policy adjustment and an appeal of “non-nuclear homeland.” Its core concern is to establish a safety-oriented energy policy guidance. Given the immense potential of nuclear energy and immature alternative energy sources, nuclear energy production will still form an important part of the energy mix for a considerable period of time and therefore the key to policy considerations is the safety design, management, disaster warning and post-disaster cooperation of nuclear power plants point. Nuclear safety cooperation across the Taiwan Strait is conducive to building a more robust regional nuclear safety system.
