辅助业务外包作为控制用工总量、降低人工成本、规避劳动用工风险的有效手段,不仅仅是提升企业竞争能力、盈利能力的方法,更是一种战略性的考虑。辅助业务外包作为一种新的管理模式,在国外已有非常成熟的经验,国内多家大型石化企业也采用这种管理模式,取得很好效果。然而将油库这种“高危”区域外包出去,无论是从法律风险还是质量安全环保方面都存在一定隐患,如何正确建立外包模式,规避风险,是当前辅助业务外包工作重要内容之一。
