难点之一:体系不全,单一追究。现在实施责任追究大都由纪检监察部门负责,力量显得单薄。纪检监察机关的监督体系是依附性的,同级监督难以成为真正意义上的监督。而上级纪检监督机关要监督的对象点多面广,监督力量又有限。形成了“上级监督不到,同级不好监督,下级不敢监督”的体制漏洞。 难点之二:重点不明,无从追究。现在的责任追究只是对明显违纪违法问题实施追究,但对打“擦边球”问题是否应该追究?
