多少年来,我们习惯称:中国地大物博,实际上中国土地资源十分贫乏,人均耕地面积1.44亩,仅占世界平均数的1/4。尤其是随着人口的不断增长和城乡建设的不断发展,土地更是逐年减少。据权威资料表明,l986年至1995年间,我国净减耕地面积达5万平方公里,超过日本耕地面积的总和,它严重制约了经济的可持续发展。为了保护我们赖以生存的土地,党中央三令五申要节约用地,国家还颁布了《土地管理法》,把土地管理纳入法治的轨道。但是,在农村一些地方,无视中央精神,无视《土地管理法》,乱批滥占耕地建住宅的现象仍时有发生,有的还相当严重,令人触目惊心
