Our institute has implemented a two-level integrated target management responsibility system for more than three years. Practice has proved that it not only has the positive effect of promoting the hospital’s various tasks and bringing about the simultaneous development of spiritual civilization and material civilization, but also has some problems that need to be solved urgently, and it should attract sufficient attention. 1 Problems and Perplexities 1.1 Staff can not reasonably divert the implementation of the two-level integrated objective management responsibility system, while failing to fundamentally touch on the reform of the labor personnel system. The employment system under the planned economy still binds the hands and feet of the hospital management personnel. Under the competition of the socialist market economy, it is not the hospital that “splitting” individuals, but the individual “spooning” hospitals.
