一、为使本省境內及經過省境之外省遣送回湘的難民、災民、公教人員、解放戰士、流亡学生、及一切失业人員,有秩序地返還原籍從事生产,特制定本辦法。二、受招待人以有家可歸自願回鄉從事生產持有蹬明文件,生活確實困難,並合於下列條件之一者為限。 1.持有政府遣送证回鄉生產之公教人員。
