廉洁风险防控管理是近年来预防腐败的一个新举措,它是针对廉政建设重点领域和薄弱环节可能发生腐败的潜在风险,运用现代管理理念和科学管理方法,进行系统防范的过程。把廉洁风险防控管理概念引入物资采购企业,就是针对目前廉政建设领域中可能发生腐败的风险,在企业这个微观层面上应用风险管理理论,实施系统化管理。通过廉洁风险防控管理,把握物资采购企业腐败现象易发多发的重要领域和关键环节,以规范和制约物资采购的权力运行,构筑“前期制约防控措施、中期加强监督管理、后期考核防范效果”三道防线,实现“权力在监督中行使,业务在阳光下操作”的目标。
