从国库集中支付制度实行以来的效果来看,国库集中支付制度具有一定的积极作用。但是在实行中,有一些问题依然存在,这些问题影响了国库集中支付制度的执行效果。本文首先分析了国库集中支付制度改革的必要性,然后在此基础上就当前国库集中支付制度存在的问题进行了深入的剖析,最后结合当前国库集中支付制度的完善要点提出了若干推进国库集中支付制度改革的对策和措施。
