为解决我国城乡基础教育阶段学校师资不均衡的矛盾,以模仿日本教师交流制度而实行的我国城乡教师交流制度存在着先天制度的不足,日本的教师交流制度与我国城乡教师交流制度在前提和推行过程中有着本质的不同,故而日本的教师交流制度根本上对我国借鉴性不大,实践中,学校为了自身利益而敷衍了事,以及教师在实践中的不适应性导致交流成效降低。我国应从自身国情出发,加强城乡教师交流制度建设,改变城乡教师交流的重心,大幅提高农村教师福利补贴,建立校际间信息共享平台,努力实现基础教育均衡发展。
In order to solve the unbalanced contradiction of teachers in urban and rural basic education in our country and to imitate the system of Japanese teacher communication, there is a deficiency of innate system in our country’s exchange system of teachers and students in urban and rural areas. The system of teacher exchange in Japan and the exchange system of urban and rural teachers in our country are based on the premise and implementation Therefore, the teacher exchange system in Japan fundamentally does not have much reference to our country. In practice, schools are perfunctory for their own interests and teachers’ incommensurability in practice leads to a decrease in the effectiveness of exchanges. Our country should proceed from its own national conditions, strengthen the construction of teachers and students exchange system between urban and rural areas, change the center of gravity between teachers and students in urban and rural areas, raise the welfare subsidies for rural teachers by a large margin, establish an inter-school information sharing platform and strive to achieve a balanced development of basic education.
