多年的实践证明,加强国有林区主伐伐区的管理,是缓和采育矛盾,克服木材浪费,充分利用森林资源的一项十分有效的措施。而这项工作正在引起各方面的重视,并收到了令人瞩目的经济效益和社会效益。笔者通过近十年的调查研究,先后在黑龙江省四十个林业局,以及甘肃省白龙江林管局、四川省阿坝自治州林区的实际了解。深深感到,加强国有林区主伐伐区的管理是非常必要的。这项工作不仅是生产管理部门的职责,也应是科研、教学必纳入日程的一项十分现实和重要的课题。现就一些技术管理问题,谈一些不成熟的看法:一、主伐伐区管理的意义加强主伐管理是生产部门一项重要工作,但又常常被人们忽视,直到七十年代逐渐被人们认识,引起各方面重视。直到一九八一年林业部才以函式文件颁布了《国有林区伐区作业质量检查评比标准》,把全国八省(区)国有林区一百三十一个森工企业的伐区管理纳入重要日程,统管统抓起来。从某种意义上说,伐区管理是适应中国国情,林情的一项特殊的技术管理措施。它的意义在于:
