赞比亚技术教育以及职业和创业培训(TEVET)与国内外政治、经济发展密切相关。其发展历程可分为三个阶段:第一阶段(1964~1991年)主要注重正规部门培训需求;第二阶段(1991~2008年)通过设立管理委员会实现教育分权,通过加入创业培训内容鼓励青年自主创业;第三阶段(2008年~现在)是赞比亚努力实现《2030远景》之际,TEVET成为实现远景的重要驱动力。经过近半个世纪的发展,TEVET为赞比亚储备了大量的人力资源,但仍未从根本上解决教育质量低下、毕业生就业难等问题。
Zambian technical education and vocational and entrepreneurship training (TEVET) are closely related to the political and economic development at home and abroad. Its development process can be divided into three stages: the first stage (1964-1991) focuses on formal departmental training needs; the second stage (1991-2008) through the establishment of management committees to achieve decentralization of education, through the inclusion of entrepreneurship training content to encourage Young people start their own businesses; the third phase (2008 ~ now) is Zambia’s efforts to achieve “2030 Vision”, TEVET has become an important driving force to achieve the vision. After nearly half a century of development, TEVET has saved a lot of manpower resources for Zambia, but has not yet fundamentally solved the problems of poor education quality and employment of graduates.
