核心提示:近日,很多媒体纷纷就河南省焦作市十年来的财政改革进行深度报道。报道认为,焦作市从向各局收权的会计委派制到主动预算公开,预算项目群众投票,再到地方政府债务预算编制体系,每一步都走在全国前列。恰巧,上海财经大学公共政策研究中心使用对全国省级一般财政透明度调查的《财政信息调查提纲》对焦作市财政信息公开情况进行了评估。评估结果显示,以百分制计算,焦作市财政透明度总得分为78分,大大超过省级政府财政透明度的平均分(2009年评估为21.71分,2010年评估为21.87分)。对焦作市一般政府基金透明度的评估结果显示,本部分的总得分为426分(本部分的总分为660分),得分率为64.5%。而在本部分中,全国省级政府平均得分为129.7分,得分率为19.65。焦作市政府社会保障基金透明度的评估得分为295分(本部分总分为300分),得分率为98%。而全国省级政府的平均得分则只有91.53分,低于焦作市200多分。焦作市国有企业资金透明度的评估得分为118分(本部分总分为170分),得分率为69%。而本部分的全国平均分仅为27.8分,得分率为16%。
Recently, many media have in-depth coverage of the fiscal reform in Jiaozuo City in Henan Province over the past decade. According to the report, Jiaozuo City has taken the lead at every step of the way from establishing a system of accountants appointed by the Boards to public voting on active budgeting and mass voting of the budget items and to the local government’s budgeting system. Coincidentally, the Public Policy Research Center of Shanghai University of Finance and Economics conducted an assessment of the disclosure of financial information in Jiaozuo City using the “Outline of Financial Information Survey” of the provincial general public fiscal transparency survey. According to the assessment results, the fiscal transparency of the Jiaozuo City achieved a total score of 78 on a percentile scale, far exceeding the average of the provincial government’s fiscal transparency (21.71 in 2009 and 21.87 in 2010). An assessment of the transparency of the general government fund in Jiaozuo City shows that the total score for this section is 426 points (660 points in this section) with a score of 64.5%. In this section, the provincial government at the national average score of 129.7 points, a score of 19.65. Jiaozuo City Social Security Fund transparency assessment score of 295 points (the total score of 300 points), a score of 98%.
