实行森林分类经营是现代林业发展的必然。本文提出了森林分类经营的层次论，论述了森林分类经营的３个层次。第一层次：以造林灭荒和全面绿化为主体的造林绿化是实现森林分类经营的基础和前提；第二层次：划分商品林、公益林和兼用林是森林分类经营的本质；第三层次：建立比较完备的林业生态体系和比较发达的林业产业体系是森林分类经营的必然目标。同时，提出了造林绿化的阶段论和建立沿边防护林体系的设想。
The implementation of forest classified management is the inevitable development of modern forestry. This paper puts forward the hierarchical theory of forest classified management and discusses the three levels of forest classified management. The first level: Afforestation is the foundation and precondition to realize the classified management of forest. The second level: the division of commercial forest, public welfare forest and dual-use forest is the essence of forest classified management. The third level: The establishment of a relatively complete forestry ecosystem and the more developed forestry industry system is the inevitable goal of forest classified management. At the same time, it puts forward the stage theory of afforestation and the idea of establishing the border protection forest system.
