就浙江而言,信访工作总体平稳,在向好的方向发展,但信访总量仍处于高位,新情况新问题不断。导致信访高发的原因错综复杂,既与我国经济转轨、社会转型密切相关,又与我国传统历史、文化背景密不可分,也不排除一些别有用心之人甚至国内外敌对势力的挑唆、策划、推波助澜的可能。因此,要解决信访问题,必须强领导、抓源头、打基础、重民生、清结案、多协调、讲方法、求规范、导舆论、惩违法、严责任、抓队伍。
In the case of Zhejiang, the petition work has been generally stable with a good direction. However, the total number of letters and visits is still at a high level, and new situations and new problems are constantly emerging. The complicated reasons for the high frequency of letters and visits are not only closely linked to China’s economic transition and social transformation but are also inseparable from the traditional historical and cultural background of our country. We can not rule out the possibility that some people with ulterior motives or even hostile forces both at home and abroad may instigate, plan and fuele. Therefore, in order to solve the problem of letters and visits, we must strengthen our leadership, grasp the source, lay the foundation, emphasize the people’s livelihood, clear the case, coordinate our efforts, talk about the methods, seek norms, guide the public opinion, punish the law, and strictly manage and grasp the ranks.
