在各类危机频发、社会应急管理能力亟需提高的中国,如何实现源头治理、流程化管理,是一个非常重要的。本文提出通过建立应急质量管理体系,编制对各类组织均具有普遍适用性的应急质量标准书,来实现包括危险源治理、危机预警、危机处置、恢复重建、持续改进等环节的全过程管理,并通过强化政府部门在这一过程中的评估责任,使应急质量管理成为常态性、标准性的工作,进而提高全社会的应急管理能力。
In all kinds of crises, China urgently needs to improve social emergency management capabilities, how to achieve the source control, process management, it is very important. This paper proposes to set up the emergency quality management system and prepare emergency quality standards that are universally applicable to all kinds of organizations so as to realize the whole process of management including hazard source control, early warning of crisis, crisis management, recovery and reconstruction, and continuous improvement. And by strengthening the assessment responsibility of government departments in this process, emergency quality management has become a normal and standard work, thereby enhancing the emergency management capability of the whole society.
