最近笔者参与到福建省民政厅和福州大学调研组到部分街道、社区老年人福利服务“星光计划”项目进行基层调查,发现在三明市已建成的37个“星光计划”项目使用中,除了一些棋牌项目收支基本持平外,大多数出现了难以为继的局面。主要原因:一是收入不能维护正常的运作,设置的服务项目使用率不高,不足以维护管理人员日常水电的开支;二是服务收费标准令人忧虑,定得偏高没有人前来参加活动,定的标准过低又难以维护;三是社区老年人“星光计划”项目中的健身器材维修费用将是一笔巨大的开支,场地和设施的更新维修缺乏资金来源。面对这种情况,如何找到一种保持老年人福利服务“星光计划”项目长远、健
