上海市五四农场位于奉贤县,南临大海。1991年承接了农牧渔业部农垦司下达的“绿色食品”蔬菜生产基地的建设任务。该项任务委托上海市农业科学院进行设计,按设施园艺为中心进行基地设计,土肥所负责地下部的灌溉设施,园艺所负责地上部的园艺设施,农业工程设计室负责泵房等建筑。至10月完成全部设计图纸,年内完成施工任务。1992年5月邀请专家通过基地工程验收。所生产的番茄、生菜、黄瓜和土豆等蔬菜,检测结果符合“绿色食品”要求。
