改革开放以来,我国的政治体系由于自身机构的庞大带来了一系列复杂而深刻的问题,政府虽然进行了多次机构改革,但依然未消除体制性障碍。大部制改革是深化行政管理解决当前政府机构重叠、职能交叉、政出多门沟通协调难等问题的有效途径,有利于减少和规范行政审批,遏制腐败盛行,降低行政成本,提高行政效率。大部制带来的政府架构的改革影响到作为行使政府职能的公务人员的管理,由此给公务员管理制度与规范也带来了一系列的挑战。
Since the reform and opening up, the political system of our country has brought a series of complicated and profound problems due to the huge size of its own institutions. Although the government conducted many institutional reforms, it still did not eliminate the institutional obstacles. The reform of most departments is an effective way to deepen the administration and solve the problems such as the overlap of government agencies, the overlapping of functions, and the difficulty in communication and coordination between government and government. It is conducive to reducing and standardizing administrative examination and approval, curbing the prevalence of corruption, reducing administrative costs and improving administrative efficiency. The reform of the government structure brought by the majority system has affected the management of civil servants who exercise the functions of the government, thereby bringing about a series of challenges to the civil servant management system and norms.
