Li Jiaxiang, director of the Civil Aviation Administration of China, put forward the “Strategic Conception of Building a Power-backed Civilian Power” at the 2010 National Civil Aviation Work Conference, clarifying the guiding ideology, basic principles, strategic goals and strategic plans for building a civil aviation power; looking forward to the development in a period to come, Put forward the six strategic tasks of transport, general aviation, airports, air traffic control, security and government, and the strategic steps of “two steps”; based on the current development problems that urgently need to be resolved, eight key tasks have been deployed to promote civil aviation
