以港口建设为核心的海上互联互通是“海上丝绸之路”建设的重点环节,这一建设进程在印度洋区域尤为重要。印度洋区域港口发展相对滞后,中国的港建产能及现有运营基础将为该区域港口联通提供有力支持。目前区域内外大国对印度洋港口建设的关注度不断上升。在该区域建设、投资与运营港口的进程中,中国面临的风险因素主要有地缘政治风险、东道国政治与政策风险、区域性非传统安全风险。中国需在项目层面、双边层面和区域层面,采取措施规避、降低和化解风险因素,以保障“海上丝绸之路”印度洋沿线海上互通的顺利推进。
The maritime interconnection with harbor construction at its core is a key link in the construction of the “Silk Road on the Sea.” This process of construction is particularly important in the Indian Ocean region. The development of ports in the Indian Ocean region lags behind. The capacity of Hong Kong built in Hong Kong and the existing operation basis will provide strong support to the port Unicom in the region. At present, the major powers in and outside the region are paying increasing attention to the construction of the Indian Ocean port. In the course of building, investing and operating ports in the region, the risk factors facing China are mainly geopolitical risks, host country politics and policy risks, and regional non-traditional security risks. China needs to take measures to evade, reduce and resolve risk factors at the project level, the bilateral level and the regional level in order to ensure the smooth progress of maritime exchange along the “Maritime Silk Road” along the Indian Ocean.
