民航要发展,人才是关键。自“十五”以来,中国民用航空运输进入了一个新的快速增长期,预计到2010年,全民航在用运输飞机将达到1500架,甚至更多。这就使飞行、机务、空管等直接与生产运行密切相关的专业技术稀有人才和高层次管理人才原本严重短缺的矛盾更加加剧,成为制约全行业快速、协调、健康发展的一大瓶颈和困局。因此,如何破除瓶颈、走出困局,创新人才开发与管理模式,构建民航人才资源优势,已经十分鲜明而又急迫地摆在了我们的面前,需要政府、行业主管部门和各企事业单位形成共识,尽快拿出应对之策。为此,本刊本期特组织编发了涉及飞行、机务、空管、安全、管理人才方面的文章,以引起行业人士的广泛关注。
