一我市从1991年开始重视抓外来人口管理工作,通过几年的努力,奠定了一定的群众基础,积累了一些管理经验,但问题还很多,主要表现在:(一)指导思想有偏差。全市上下对外来人口对我市经济社会发展的重要作用缺乏充分认识。表现为一些市民对外来人口采取歧视、排斥的态度。一些企业主和房屋出租人对外来人口只用工、收房租,不管理。政府一些部门对保护外来人口的合法权益缺乏责任感,普遍存在重收费、轻管理、少服务的倾向。(二)管理体制没理顺。外来人口管理是一项综合性的工作,关系到不少职能部门,既有户籍管理、治安管理、劳动管理、工商管理,又有环境卫生管理、房屋租赁管理、计划生育管理和生产安全管理。目前,有关部门从各自的职能出发,都建立了一套制度,组织了一班人马,但由于体制不顺,各干各的,形不成合力。如外来人口的计划生育管
Since 1991, our city has attached great importance to the management of migrant population. Through years of efforts, the city has laid a solid foundation for the masses and accumulated some management experience. However, there are still many problems.
