第一章总则第一条为加强经济技术开发区的劳动管理,保障企业和职工的合法权益,促进经济技术开发区经济和社会发展,根据《中华人民共和国劳动法》和有关法律法规的规定,结合本省实际情况,制定本规定。第二条在本省经国务院批准设立的经济技术开发区(以下简称开发区)内的国有企业、集体企业、私营企业、股份制企业以及其他形式的企业(以下简称企业)的劳动管理,适用本规定。开发区内的外商投资企业、台港澳投资企业的劳动管理,适用《山东省外商投资企业劳动管理条例》。第三条开发区所在市人民政府在开发区设立的劳动行政主管部门,负责开发区企业的劳动管理工作。第四条省、开发区所在市和开发区劳动行政主管部门的劳动监察机构,对企业及其职工遵守劳动法律法规的情况有权进行监察。

The foreign-invested enterprises in the development zone and the labor administrations of the invested enterprises of Taiwan, Hong Kong and Macao shall apply the “Regulations on the Labor Management of Foreign-invested Enterprises in Shandong Province”. Article 3 The labor administration department established by the people’s government of the city where the development zone is located in the development zone shall be responsible for the labor management of the enterprises in the zone. Article 4 The labor inspecting agencies of the cities where the provinces and development zones are located and the labor administrative departments of the development zones shall have the power to supervise the enterprises and their staff and workers in complying with labor laws and regulations.
