我县共有25个乡,2个镇、440个村、2,072个生产队。合作化以来,原生产队有很多积累。在1982年实行联产承包责任制前,生产队一级共有各项积累2,827万元。联产承包责任制过程中,部分集体财产折价动户,总值1,580多万元,留队管理的财产、资金总值还有1,247万元。由于对这部分集体资金没有相应的管理办法,有的管理混乱,有的铺张浪费甚至贪污挪用,造成集体积累逐年减少。到1984年底统计,只剩下1,290万元(包括财产折价到户款),三年减少1,537万元,有249个生产队的集体积累已被花光,广大群众十分不满,迫切要求管好用好这部分资金。针对财务管理混乱的状况和群众的迫切要求,我们参照外地经验从1983年9月开始对生产队集体
